How to stop Oscar from pulling/turning to see other dogs

Oscar is 13 months and adorable but pulls on his lead when other dogs are around. And he is so strong! I take chicken cut into little bits out on our walks and use the "look at me" command when I see another dog, treating him when he does look at me and not at the other dog!

My problem is that he now associates the command with a dog in the vicinity and spends all his time avoiding the treat and looking round me to find the dog! Only when he has established that there is no dog will he look at me and take the treat! Of course, if there is another dog, he pulls! Has anyone got any advice?

When you see another dog coming toward you do a quick 180 turn and walk fast. Don't give a treat but tell him good boy!
